The operator of the Hoger Onderwijs research reactor (Hor) in the Netherlands has prioritised safety during significant refurbishment and modernisation of the facility, but some areas require improvement, including the organisational structure and safety procedures and documentation, an International Atomic Energy Agency integrated safety assessment for research reactors (Insarr) mission team said.
